Budget 2027 Malaysia:
Building Safer, Smarter
& More Connected Schools
Exploring Malaysia's education infrastructure investment and how schools can prepare for campus security, reliable networking and future digital learning requirements.
Preparing Schools for the Future
Malaysia's Budget 2027 places renewed emphasis on educational facilities, school maintenance and the development of better learning environments.
As schools plan for the years ahead, infrastructure readiness involves more than maintaining physical buildings. Reliable connectivity, appropriate security technology and digital learning capabilities are also important considerations.
For school management teams, boards of governors and education institutions, this provides an opportunity to review existing technology infrastructure and develop practical improvement plans.
Important distinction: Budget 2027 education allocations should not be interpreted as automatic funding approval for CCTV, school Wi-Fi or digital classroom equipment. Each programme has its own scope, eligibility and procurement requirements.
Education Infrastructure Remains a National Priority
The following allocations were announced in Malaysia's official Budget 2027 speech delivered on 9 October 2026.
Education Ministry Allocation
Nearly RM69 billion allocated to the Ministry of Education, compared with RM66.2 billion in 2026.
School Repairs & Maintenance
Allocation for repairs and maintenance across different categories of schools.
School Infrastructure Upgrades
Funding to upgrade 682 dilapidated schools, particularly in Sabah and Sarawak.
National Schools
Allocation for national schools under the repair and maintenance programme.
SJKC Schools
Allocation for national-type Chinese primary schools.
SJKT Schools
Allocation for national-type Tamil primary schools.
Religious Education Institutions
Allocation for specified religious education institutions, including expanded operational assistance within the programme.

What Does a Future-Ready School Infrastructure Look Like?
A well-planned school technology environment should support learning, daily operations, safety and long-term infrastructure reliability.
Safer Campuses
Appropriate surveillance, protected network systems and coordinated safety procedures.
Connected Campuses
Reliable Wi-Fi, structured cabling and network capacity for classrooms and offices.
Digital Classrooms
Interactive displays, student devices and technology supporting modern teaching.
Reliable IT Operations
Maintenance, monitoring, technical support and equipment management.
Digital Readiness
Scalable infrastructure supporting future learning applications and technology adoption.
Sustainable Planning
Phased technology investments, equipment lifecycle management and long-term support planning.
School Security Requires More Than CCTV Cameras
CCTV can improve visibility and support incident investigations, but responsible school security depends on connected infrastructure, operating procedures and appropriate supervision.
Monitoring of approved campus areas and designated access points.
Protected connectivity for IP cameras, switches and surveillance systems.
Reliable recording, secure video storage and retention procedures.
Controlled system access, authorised personnel and student privacy protection.
A Five-Phase Roadmap Towards Smarter Schools
Schools do not need to modernise every system at once. A phased approach can help management prioritise essential infrastructure based on actual needs and available budgets.
Assess Existing Infrastructure
Review networking, Wi-Fi, CCTV, classroom equipment and current technical support arrangements. Identify immediate risks and improvement requirements.
Strengthen Campus Connectivity
Evaluate structured cabling, network switches, wireless coverage and internet reliability. Plan capacity for present and future requirements.
Review Safety & Security Infrastructure
Assess CCTV coverage, secure video recording, network protection and access management. Include appropriate privacy and safeguarding procedures.
Introduce Digital Learning Technology
Plan interactive teaching displays, student devices and classroom technology. Align implementation with curriculum needs, teacher readiness and available budgets.
Plan Long-Term IT Support
Establish preventive maintenance, device lifecycle management, technical support and scalable upgrade planning. Protect technology investments through sustainable operations.
Planning note: This five-phase roadmap is Ark IT Global's proposed school infrastructure planning framework. It is not a government-mandated Budget 2027 implementation programme.
Supporting Education Institutions Through Technology
Ark IT Global supports organisations through networking, cybersecurity, audio-visual technology, device deployment and ongoing IT services.
These capabilities can help education institutions evaluate their current infrastructure, plan practical technology upgrades and develop more connected learning environments.
Our experience includes the SMK Sri Tebrau Bilik STEM digital classroom project, which integrates student devices, interactive classroom technology and supporting wireless connectivity.
Every school has different requirements. Suitable technology recommendations should therefore begin with an assessment of existing infrastructure, operational needs and available project budgets.

Budget 2027 & School Infrastructure FAQs
Does Budget 2027 provide every school with funding for CCTV installation?
No. Government allocations and school safety proposals have different purposes and eligibility requirements. Schools should verify the relevant programme scope and procurement procedures with the responsible authorities.
Can school maintenance funding be used for Wi-Fi or smartboards?
This depends on the specific funding programme and approved expenditure categories. Schools should obtain clarification before treating IT equipment as an eligible expense.
What should schools upgrade first?
Priorities depend on the school's existing infrastructure. A technical assessment can help identify urgent connectivity, safety, maintenance and digital learning requirements.
Can digital classroom upgrades be implemented in phases?
Yes. Schools can develop a phased plan covering networking, classroom technology, student devices, security and ongoing support.
How can Ark IT Global support school infrastructure planning?
Ark IT Global can discuss networking, cybersecurity, audio-visual systems, device deployment and IT support requirements. The scope of any proposed solution would be determined through consultation and technical assessment.
Building Better Learning Environments Through Practical Technology Planning
Budget 2027 reinforces the importance of maintaining and improving Malaysia's education infrastructure.
Alongside physical facilities, schools can benefit from reviewing the reliability, security and sustainability of their existing technology.
From safer campuses and stronger networking to digital classrooms and ongoing IT support, well-planned infrastructure can help institutions prepare for evolving education requirements.
The objective should not be technology adoption for its own sake, but creating practical, reliable and manageable learning environments for students and educators.
